AGPO Registration in Kenya: Complete Guide for Youth, Women & PWD
What is AGPO?
Access to Government Procurement Opportunities (AGPO) is a Kenyan government programme that reserves 30% of all public procurement for businesses owned by Youth (18-35), Women, and Persons with Disabilities (PWD). Established under Executive Order No. 2 of 2013.
Why AGPO Matters
The Kenyan government spends over KES 1 trillion annually on procurement. AGPO guarantees that at least KES 300 billion of this goes to qualifying enterprises. This is not a handout — it is a structured market access programme backed by law.
Eligibility Requirements
- Youth — majority of shareholders/directors aged 18-35
- Women — majority ownership by women (51%+)
- PWD — majority ownership by persons with disabilities
The business must be registered in Kenya, have a valid KRA PIN, and hold a Tax Compliance Certificate.
How to Register
- Visit agpo.go.ke and create an account
- Fill in the online application form with business details
- Upload required documents: business registration, KRA PIN, TCC, ID copies of directors, CR12
- For PWD category: attach NCPWD membership card
- Submit and wait for verification (typically 2-4 weeks)
AGPO Benefits
- Access to 30% reserved government procurement
- Preferential pricing — AGPO suppliers can be up to 15% higher than lowest bid
- Simplified tender processes for low-value procurements
- Framework agreements for recurring supply
Using AGPO Effectively
Registration is just the start. To actually win AGPO tenders, monitor PPIP daily, build relationships with procurement officers, keep your TCC current, and submit clean bid documents. Fanel can help you track AGPO-specific opportunities across all 47 counties.
